AGENDA ITEM: Approval of Minutes from September 26, 2003

AGENDA ITEM: Update
DISCUSSION:
§        CIBER Workshop – Barb Moebius
o       About half of the presenters were from WTCS and half from the UW system
o       It received good reviews and it’s likely to become an annual workshop.
o       Barb Cannell will attend the next planning session with Barb Moebius

§        Business Practice
o       It was decided that Barb Moebius will coordinate the IBPF participation and fees across districts.  The charges from Mercer College will be sent to Moraine Park and payment will be made through the Treasurer and appear in financial reports.

§        Committee Reporting Structure
o       MATC-Milwaukee recently hosted the Presidents’ Group and ISA.  The outcome of the Presidents’ Group meeting is their preference that this International Ed Standing Committee report to ISA.  Tony Baez is the liaison between ISA and the Standing Committee.  There will no longer be a presidential rep on the Standing Committee.

AGENDA ITEM: Training Workshop:  “Safety and Liability Training” – Geoff Bradshaw
DISCUSSION:
The fall workshop planned to be held at MATC-Madison was postponed to allow for better promotions and greater likelihood of generation of funds.  It is suggested that promotion include high schools and other groups because safety and liability issues are applicable to domestic travel with students as well as international travel.

Suggested dates included April 2004, fall of 2004 and the June Summer Institute. Decision:  Hold as a pre-Institute session on June 1, 2004.  Registration will be part of the Institute registration process.  There will be a fee for attending this session.

At this time, there are no college credits attached to it, but Geoff Bradshaw will send curriculum details (as needed by UW-Stevens Point) to the Mid-State Technical College Planning Committee and they will work with UW-Stevens Point to offer it for credit.

AGENDA ITEM: Website and Communications – Jeff Sonnleitner
DISCUSSION:
Moraine Park’s server to host the website is now operational.  Testing will be completed this week.  Jeff Sonnleitner will write a request for submission of information for the page and will coordinate existing and new materials.  Barb Cannell will send Jeff’s request to all members.

AGENDA ITEM: Germany Exchange 2004 – Christine Lazaro
DISCUSSION:
14 of the 16 WTCS colleges have indicated that they want to participate in continued exchanges with Hessen.  The focus will be on moving from “hosts” to “partners.”  Four colleges (Blackhawk, Mid-State, Chippewa Valley and Western Wisconsin) have to submit their survey responses to Christine and she will then send out the results to everyone

Faculty exchanges will alternate years with student exchanges.  The 2004-05 school year will be for faculty exchanges, with the German delegation visiting Wisconsin in October 2004 and the Wisconsin delegation visiting Germany in May 2005.

Future decisions need to be made regarding financial support for the exchanges by this Committee.  It will be on the February 18, 2005 agenda.

Economic Development
An exchange on economic development is being planned for fall 2004, but not at the same time as the faculty exchange.  It will be a German delegation visiting Wisconsin.  Details will be coming as they are available.  This is a separate initiative, although the colleges are being involved to bring economic development issues into the educational exchanges to support the State level initiative on economic development.

German Banker Training Update:  Germany has been billed for the training.  No further information was available.  Barb Cannell will contact Nat and send out an update.

AGENDA ITEM: Summer Institute – Mid-State Technical College
DISCUSSION:
The Summer Institute will be held at Mid-State Technical College on June 1, 2 and 3, 2004.  Its theme is Using Technology for International Education.  The tentative schedule is

June 1  Pre-conference Workshops with Diversity Certification Course and Safety and Liability Training Workshop.

June 2  Registration, Welcome, Continental Breakfast
            Business Panel as Keynote
            Four concurrent breakout sessions
            Lunch with an ethnic/cultural activity
            Two additional sessions of breakouts
            Reception and exhibitions

June 3  Breakfast with Keynote speaker
            Breakout sessions
            Wrap-up

There was discussion on how to incorporate International Business Practice Firm (IBPF) training into the Summer Institute.  It was suggested that the four colleges with IBPF present at one of the breakout sessions.  This could be followed by Mercer College training in the fall – possibly tied to a second session of Safety and Liability Training.

The time needed for Mercer College training is four hours and this could be done at the end of the second day for those who are interested.  Barb Moebius will summarize the options.

Suggestions for presenters
§       Someone from the national level who can tie exchanges to economic development (possibly work with someone from the German Embassy)
§       Barb Moebius present information on Title VI grants (either keynote or workshop)
§       Roe Parker’s grant proposal writing workshops could be customized to international ed
§       Sam Taylor, VP of Commerce, Lands End
